Halifax SAR Region Major Maritime Disaster Plan Training

PROJECT NUMBER/NIFID:
DFO 2/09 NIF ID 200903 Project Code: MSS69

FINANCIAL SUMMARY:
Total Project Cost $ 23,023.00

PROJECT DESCRIPTION:

Project will consist of a 2 day multi agency, interprovincial training session/table top exercise. Participation in a multi-jurisdictional exercise with the USCG Bar Harbour. Training for JRCC staff in the Incident Command System, designing table top exercises and conducting operational exercises.

PROPOSAL OBJECTIVES:

To improve knowledge of the Halifax SAR Region (MAJMAR) Contingency Plan by various emergency response organizations across 3 Maritime Provinces. A further aim is to improve inter-agency command and control between provincial and federal agencies during such an event.

IMPACT/BENEFITS:

Interoperability- Eliminating the barriers that prevent SAR partners from working together. Establishing the threshold procedures, plans, training, equipment and communications that facilitate an integrated coordinated land/sea/air response to an event. Validated through joint training and multi-jurisdictional exercises.

EVALUATION:

The JRCC Halifax (MAJMAR) plan is based on a dynamic emergency structure which requires partner agencies to take part in a unified response. Knowledge and understanding of each agency’s response structure is key to the successful implementation of this plan.

COMMUNICATIONS ACTIVITIES:

A table top exercise was held in Moncton NB which facilitated discussion between agencies regarding an integrated response dealing with Mass Casualty Events. A player handbook was developed then handed out during the exercise followed by a post exercise report.
