The purpose of this letter is to invite your Department, Agency, Province or Territory to participate in the Search and Rescue New Initiatives Fund (SAR NIF) for FY 2007/2008. |

La présente lettre a pour objet d'inviter votre ministère, organisme, province ou territoire à participer au Fonds des nouvelles initiatives de recherche et de sauvetage (FNI R-S) pour l’exercice financier 2007/2008. |

|
The SAR NIF provides funding for new initiatives related to response, prevention and research and development that will enhance the effectiveness, efficiency and economy of SAR activities in Canada.
|
|
Le FNI R-S sert à financer les nouvelles initiatives reliées à l’intervention, la prévention, et la recherche et le développement visant à améliorer l'efficacité, l'efficience et l'économie des activités de recherche et de sauvetage au Canada. |

|
|
|
Initiatives must be supported by either a federal SAR Department/Agency or be part of a Provincial/Territorial omnibus proposal. |
|
Les initiatives doivent être parrainées soit par un ministère ou agence fédéral responsable de la R-S, soit faire partie intégrante d’une proposition omnibus présentée par une province ou territoire. |
|

|
|
Under the new Terms and Conditions for the contribution program in support of the SAR NIF, a single omnibus proposal will be received from each Provincial/Territorial partner. This omnibus proposal should reflect the Provincial/Territorial SAR priorities. |
|
Sous les modalités et conditions renouvelés du programme de contribution à l’appui du FNI R-S, chaque partenaire provincial ou territorial doit soumettre une proposition globale adressant leurs priorités stratégiques.

Potential applicants should first consult the government partner with the SAR jurisdictional responsibility related to their proposed initiative to ensure that the initiative is aligned with the SAR partner’s overall priority for SAR and supports the National SAR Program Priorities. The National SAR Program priorities can be found in the attached document. |

National SAR Program – Annual Priorities
The following reflects the priorities identified in the 2006 National SAR Program Plan. They are not listed in order of priority.
Public Education and Awareness: To focus on reducing the number and severity of SAR incidents.
Data Management: To develop and improve the efficiency and effectiveness of SAR Program management.
SAR Volunteer Community: To ensure the sustainability of the SAR volunteer community by addressing issues related to training, funding, support and engagement.
Financial Resources: To improve the gathering of performance information, in order to demonstrate the relationship between resource inputs, service outputs and safety outcomes.
Training Standards and Exercises: To promote and develop common training and standardized procedures across disciplines, and validate them through multi-jurisdictional exercises that include common command, control and communications.
Technology: To enhance the interoperability through the integration of new alerting and communications technologies.
SAR Partnership with the Public Safety Community: To improve co-ordination between the National SAR Program and emergency management and public safety activities.
PROGRAMME NATIONAL DE R-S – PRIORITES ANNUELLES
Les détails suivants reflètent les priorités identifiées dans le Plan du Programme national de recherche et sauvetage 2006. Ils ne sont pas énumérés dans l’ordre de priorité.
Éducation et sensibilisation du public : Se concentrer à réduire le nombre d’incidents de R-S et leur gravité.
Gestion des données. Pour développer et améliorer l’efficacité et l’efficience de la gestion du programme de R-S.
Groupes de bénévoles en R-S. Pour s’assurer de la pérennité avec les groupes de bénévoles en R-S, notamment par la formation, le financement, le soutien et l’engagement.
Ressources financières. Pour améliorer la recueil de la meilleure information , afin de démontrer la relation entre les ressources consacrées, les services rendus et les résultats au plan de la sécurité.
Normes de formation et d’exercices. Promouvoir et élaborer des normes communes de formation et d’exercices dans toutes les disciplines, et les valider par la tenue d’exercices multipartites comportant notamment un commandement et un contrôle communs ainsi que des communications communes.
Technologie. Pour accroître leur interopérabilité en s’assurant de l’harmonisation des nouvelles technologies de communications et de messages d’alerte.
Partnerariat des organismes de RS avec la communauté des intervenants en sécurité publique. Pour améliorer la coordination entre le Programme national de recherche et sauvetage, les gestionnaires des services d’intervention d’urgence et les activités des responsables de la sécurité publique.
