This Bulletin is provided to inform the marine community on developments affecting the Canadian Coast Guard’s (CCG) Marine Services Fees (MSF). Comments on information contained in this Bulletin should be directed to the Cost Recovery Program of the CCG. Contact information for the Cost Recovery Program is available at the end of this Bulletin and on the CCG website. Marine Navigation Services Fee Exemption To Be Established for Commercial Ships Undertaking Community Resupply Activities To and From North of Sixty
The Government intends to establish a permanent exemption on the Marine Navigation Services Fee for commercial ships undertaking community resupply activities while making transits in Canadian waters between locations situated south of sixty and north of sixty. This permanent exemption would take effect prior to the start of the 2012 Arctic shipping season.
Since 2008, a moratorium has been in place on fees for ships conducting Arctic community resupply for north of sixty locations.
This fee exemption would not apply to commercial ships devoted primarily to activities unrelated to community resupply, including, for example, natural resource extraction, tourism, and the refuelling of other vessels.
Implementation of the Fee Exemption
Prior to the start of the 2012 Arctic shipping season, the Canadian Coast Guard (CCG) will consult with Arctic marine industry stakeholders on the implementation of this permanent fee exemption through the National Marine Advisory Board, the Arctic Marine Advisory Board, the Prairie and Northern Region Canadian Marine Advisory Council, and through Marine Services Fees Information Bulletins. In addition, the CCG will contact Arctic shipping companies in writing to solicit their views on the implementation of this permanent fee exemption.
