This bulletin is provided to inform the greater marine community on developments affecting the Canadian Coast Guard's Marine Services Fees (MSF) initiative. It is our intention that the bulletin will be issued as progress and developments warrant. Additions (or deletions) to the mailing list are invited.
Information Sheet Number Seventeen issued in July of 2000, announced the Canadian Coast Guard's (CCG) intention to amend the definition of container ship provided in the Fee Schedule; Fees to be Paid for Marine Navigation Services provided by the Canadian Coast Guard.
After consultation with stakeholders modest changes were made to the proposed definition to ensure greater clarity. The Minister of Fisheries and Oceans approved the proposed amendment to the container ships definition on July 6, 2001.
As noted in the previous information bulletin, this definition change is a technical amendment that will bring the present fee schedule in line with the Canadian Coast Guard's original policy and intent respecting "container ships" for the purposes of the fees.
The approved definition will read as follows:
"Container ship" means a ship that is:
"Container ship" excludes vessels classified as RoRO Passenger/Cargo Ferry", "Lo-Lo" and "general cargo".

The Marine Services Fees Information Sheet provides interpretations of fee schedules imposed under the Oceans Act. These interpretations are not binding and, where a discrepancy between the two documents arises, the fee schedule will always take precedence.
