This Bulletin is provided to inform the marine community on developments affecting the Canadian Coast Guard’s (CCG) Marine Services Fees (MSF). Comments on information contained in this Bulletin should be directed to the Cost Recovery Program of the CCG. Marine Navigation Services Fee (MNSF) Moratorium on Commercial Transits to and from Locations North of Sixty

The Minister of Fisheries and Oceans has established a one-year extension of the moratorium on the application of the Canadian Coast Guard (CCG) Marine Navigation Services Fee (MNSF) for marine transits in Canadian waters to and from ports located south of sixty degrees North Latitude and ports located north of sixty degrees North Latitude for the 2011 Arctic shipping season. This means that commercial ships making transits to and from locations north of sixty will be exempt from paying the MNSF during the moratorium.

This one-year moratorium is an extension of the moratorium that was put in place for the years 2008 to 2010, and is consistent with the Government of Canada’s Northern Strategy, which places emphasis on supporting economic development in Canada’s North and helping northerners meet their basic needs.

It will also provide marine stakeholders an additional opportunity to provide evidence from the 2011 shipping season of cost savings resulting from the moratorium. Along with findings from 2008 to 2010, any new evidence from 2011 would help to inform a re-examination of the application of the MNSF to Arctic transits before the start of the 2012 Arctic shipping season.
