The CCG is the Agency responsible for the delivery of maritime services in Canada. Based on its mandate, the CCG intends to play a leadership role for the development and implementation of e-navigation across the country. The concept of e-Navigation is currently developed worldwide and all agreed on the need to implement it in a coordinated manner. Several benefits are expected from e-Navigation such as: enhance maritime safety, increase and facilitate maritime trading (economic benefit) and improve environmental protection.
In 2008-2009, a CCG implementation strategy for e-Navigation was completed. This strategy used the main guiding principles already accepted by the e-Navigation committee of the International Association of the Marine Aids to Navigation and Lighthouse Authorities (IALA) and the International Maritime Organization (IMO). Consultations with international experts, Transport Canada (TC) and the Canadian Hydrographic Service (CHS) also contributed to frame the strategy.
In 2009-2010, and as part of an international survey initiative, the CCG consulted mariners and other Departments/Organizations in order to develop a profile of user requirements. Three main topics were addressed: maritime communications, human-machine interface, and technical/operational enhancements. The information collected will help designing an implementation plan adapted to user needs. Results of the Canadian survey will also be shared with IALA and IMO.
In 2010-2011, CCG will work with key federal partners such as TC, Environment Canada (EC), and CHS to further develop the federal vision/strategy for e-Navigation. In parallel, CCG will start reviewing its various information systems and pay a particular attention on their future developments to ensure they take into account e-Navigation requirements.
In an effort to bring e-Navigation from concept to reality, CCG is also currently working on defining a user-need matrix of services required under e-Navigation. As defined by IMO, “e-Navigation is the harmonised collection, integration, exchange and presentation of maritime information onboard and ashore by electronic means to enhance berth to berth navigation and related services, for safety and security at sea and protection of the marine environment”.
